For each award category, the Institute selects
judges from among those credentialed to evaluate the specified category
of entries to serve on judging panels. To the extent practical, the Institute
selects judges to panels to ensure appropriate diversity in type of organization,
role, professional background, and region of the country. If warranted by
the volume of entries for a given award category, the Institute forms multiple
initial panels, and, if necessary, a finalists panel which may include judges
who served on an initial panel for that award category.
